Add sugar, salt and water in a saucepan, over medium heat and stir until the sugar is completely dissolved. When the mixture begins to boil and starts to form a white foam on the surface, cook for 5 more minutes then add the partially melted butter and turn off the heat. Immediately after you turned the heat off, add the vanilla pod seeds.
Stir until the butter is completely incorporated into the sugar syrup.
Mix powdered milk with cocoa powder and sift the mixture using a sieve. Gradually add the milk powder and cocoa mix in syrup and mix continuously with a spatula.
Because chocolate tends to harden, we must move quickly enough.
After adding the milk powder and cocoa, add walnuts and raisins and mix.
